It is governed by The Woodlands Township, a special-purpose district created by the Texas Legislature in 1993 and run by a seven-member elected Township Board -- residents voted against incorporating as a standalone city in a 2021 referendum. The Township handles services like parks, covenant enforcement and enhanced patrols; Montgomery County government still handles county roads and unincorporated-area permitting matters the Township itself does not.
On private property — a driveway, a courtyard, a job site — you will not normally need a permit for a container in The Woodlands, and that covers the large majority of our deliveries here. What matters far more is whether the surface can take the weight and whether the truck can physically get in.
Texas has real county government, and Montgomery County handles permitting and road-authority matters for county roads and any unincorporated pockets nearby, while The Woodlands 's own Township handles in-township rules directly.
