Outside any city's limits, Montgomery County, TX Government handles county-road and unincorporated-area permitting for the rest of Montgomery County; every one of the other nine towns we serve is its own separately incorporated city and handles that same question through its own municipal office, except The Woodlands, which is a special-purpose township, not a city — placement matters there run through The Woodlands Township itself, with the county stepping in only for county-road matters.
